Annual Report 2008/2009 Forest Governance and Multistakeholder Forestry Programme 2007-2011
MFP II is run by a Progamme Management Unit (PMU). The PMU is responsible to share the work loads clearly. The team is consisting of 3 Directions where two Co Directors areresponsible on programme policy. However the Programme Director’s responsibility is onplanning, implementation, monitoring and consolidation that covers the rest of PMU activities. Two Secondees strengthens PMU function in handling policy and programme communication together with MoF specialized on TLAS implementation, VPA and CBFMpromotion. Two consultant experts are specialized on handling TLAS-VPA implementation that represent RI and UK government. The programme itself consists of three programme facilitators and supporting system that handle the programme administration and logistical arrangement.
Roles and responsibility sharing are coordinated by the Programme Director for every PMUmember. The sharing is adjusted and run in accordance with the programme achievement target, synergy efforts, issues’ relevancy and facilitation requirements. The sharing is based on each angle of the program and should also be in accordance with the target stipulated on each single agreed output that is endorsed in overall in the Annual Workplan.PMU is also having programme strategy in National and Regional level. The programme strategy is used for direction and focusing activities. In addition the SOP arrangement andGrant Delivery System with its 4-window-programme as an operational modes are also complementing the programme arrangement. Approach and programme implementation pathway in National, Regional level, MoF, facilitation support for small grant and facilitation function from the PMU, have been supporting the synergy and cooperation between the partners in national, regional level, MoF and PMU member itself. The synergy and cooperation have consequenses in implementing the strategy, resources, funding distribution for the working partners. Grant Delivery System with its 4-window programme has assured the funding distribution of proportional grant funding. The system also faces challenges and programme development strategy on each level.
A pro active approach was carried out by PMU to ensure that the Partnership Cooperation initiative was on the right target and meeting the needs. In National level, a pro active approach was also initiated by approaching NGOs, University, research institution and other donor programmes. In regional level, a block grant management developed cooperation portfolio jointly with the Community Foundations and Forestry Multistakeholder Forum. The portfolio is also designated as an empowering framework for civil society roles in local-regional level.
A Partnership Agreement Committee (PAC) is designed to meet accountability andtransparency principals where all initiatives of pooling ideas and partnership efforts are facilitated. PAC also designs a screening stage for proposals and partnership ideas. Before evaluation on proposal activities/partnership ideas is taken should there be a pre assessment that include facilitation for revision, improvement and or proposal changes. Potential partners should involve in the consultation process prior submission to the final decision held in the PAC meeting. After the assembly taken, the decision on funding should be finaland executed. Mechanism for each party that proposes activities or partnership ideas are elaborated in a mechanism and procedures upon SC meeting agreement.
Period of February 2008 – March 2009 was the proposal intake that received 128 proposals. Throughout the pre PAC process and PAC then the execution on partners’ proposal innational level, regional and MoF decided to accept 26 proposals and partnership engangement.
Programme monitoring and evaluation is part of an important stage in this project arrangement. So far the MFP II has designed a milestone and strategic gap analysis introduction for the partners especially Community Foundation that assist developing the procedures and criteria for field programme monitoring jointly with the partners. On February 2009, PMU was reviewed by the external evaluation and the result was submitted to KEHATI as a service provider, DFID and MoF.
Within 8 months the programme demonstrated progresses are as follow First, for the output 1, it demonstrates that there are a number of understanding processess and multistakeholders consensus over the concept and policy setting up for timber and non timber legality policy system through socialization of Timber Legality Verification Standard (SVLK) in some areas both local and national level.
Within seven months, the programme facilitated a number of intensive discussions among Ministry of Forestry high rank positions that addressed the importance of trade and international relation among timber consumer countries in the process of negotiation and VPA endorsement for Indonesia; monitoring system establishment by civil sociaty for timber legality implementation; timber legality policy conception and utilities formulation by developing working group on legality and multistakeholder capacity building in the Ministry of Forestry; mapping out updated condition on issues and multistakeholder process in Nanggroe Aceh Darussalam (NAD), related to the concept and NAD government policy in handling illegal logging problems; meeting and communication in between national corporations and UK Timber Trade Federation on changes and constraints in timber trade issues between timber supplier countries and timber consumer countries. Upon programme achievements, a working plan framework for real action is developed to stimulate immediately the policy, implementation and endorsement for VPA and SVLK in year 2009/2010;
Second, the Output 2, programme progress is seen at discussions and updated mapping of forestry underlying causes disputes that are already developed, especially issues on tenurial system in 4 areas that were identified in local and national level. Lampung Province’s case is one of results where the dispute resolution has been formulated through multistakeholder discussions that the follow up is prepared by the Lampung Provincial Forestry Agency. In regional level the CFs’ programme portfolio demonstrated the existing facilitation framework and strategic alliance being developed where the institutionalization of natural resources disputes resolution has been established on some areas in local level. The portfolio itself is a CFs’ working basis where the forest resources dispute resolution is ensured well established on the regional level. In national level, the DKN (National Forestry Council) developed a number of discussions and framework for dispute resolution institutionalization process. Looking at the conception and programme framework that dispute resolution institutionalising, discussions with several partners or institutions were held that demonstrated various typologies and area of different disputes that occurred.
Achievement of output 2 is that multistakeholders’ discussions were facilitated. A service desk was prepared for licence issuance in case community dependent forest (HKM, HTR, adat forest) are requesting to get assistance for licence issuance. However the recommendation
that is produced from the discussion should be followed up by the Ministry of Forestry (RLPS Directorate General) reflected into Ministry Enactment (Permen) on Work arrangement procedures on Issuing the HKM licence and Village Forest.
Third, the output 3, programme progress demonstrated that within one semester a set of data digital of Community Based Forest Management – CBFM mapped out. The digital data covered Java, Sumatera and Kalimantan region where the allocation plan should be executed by Government. In addition the practices are carried out by community with supports of NGOs facilitation in some areas. As a data basis, the digital map is accessible for all parties that need justification. The data itself could be used promoting recognition and management rights that are proposed to be granted to the community. Adat forest certification approach has been stimulating the process of recognition, protection and promoting of Adat Forest in Sungai Utik Adat Forest – West Kalimantan. Minister of Forestry attended the certification award that was granted to Sungai Utik Adat Forest that was expected the Sungai Utik lessons learned inspiring other areas like in Bali to replicate the process of recognition. Within four months, the programme made an update mapping over multistakeholders work programme specifically related to CBFM works in East Nusa Tenggara (NTT).
Regarding governance improvement in Forestry sector, the programme facilitated a number of focused group discussions. The discussions focused on the concept and framework of Forest Management Unit development (KPH) in some regions (Papua and Kalimantan) and in National level. There were also efforts promoting multistakeholders’ work dedicated to the development and establishment of Community-based Forest Management and included addressing the perspective of community’s work and global issues.
MFP II contribution in this promotion was carried out through Forest and Community Week occassion that was held in Yogyakarta on January 2009. CFs portfolio and works also facilitated capacity building and government’s policy that raised the issue of multistakeholders approach of CBFM application. The CBFM works approached multistakeholders in NTB, NTT, Sulawesi, Java and Sumatera. This facilitation was carried out by CFs on each single regional level, Philantrophic Community of Borneo in South Kalimantan, Social Forestry local Commission in South East Sulawesi and Burung Indonesia in Sumba; A-three-year Portfolio Programme setting of CFs developed. The portfolio is dedicated for capacity building of civil society, resources mobilisation and strategic alliance development that assure the Community Based Forest Management (PHBM) policy accomodating in some areas.
Fourth, for the output 4, the programme development has prepared focus and concept of the programme achievement for this output. Within one semester, the programme achievement was to facilitate discussions and discourses on “Optimalization of Funding Utilization through Natural Resources and Environmental Balance Use in supporting sustainable development”. The discourse itself is a basic element thinking for programme conception toward Good Corporate Governance and Investment Performance Monitoring in Forestry Sector. The framework and basic conception of civil society works are also facilitated through the CFs work, as an entrance issue to come up with discoursing on Corporate Social Responsibility. PMU also facilitated CFs meetings with several corporations to begin linking CFs work in corporate governance monitoring that struggle prioritising for pro poor groups.
Fifth, for the output 5, the programme achieved significant progress where the portfolio and 4 Community Foundations’ work (Java, Sulawesi, Nusatenggara and Sumatera) facilitated. As A local institution, it has 3 functions are as follow; mobilising resources, developing strategic alliance and becoming the institution managing funds for community organizations and NGOs in their own area.
Institutional capacity building and Community Foundations’ work, a need assessment was carried out for building communication, information and knowledge management in the CFs level. The need assessment is to facilitate CFs’ roles in mobilising resources, capacity building and CFs capability in working and doing on policy and gap analysis. Those are part of CFs’ capacity building intended to review programme’s implementation jointly with the partners on each region; Communication and networking of community foundations that addressed companies’ programme on CSR facilitated; in addition conception and understanding on the need of forest governance facilitated that addressed work relation arrangement. It also raised attention on services tasks in organizing community forest and forest and Forest Governance Learning Group - FGLG.
Sixth, for the output 6, on the sixth month’s programme arrangement that the achievement was on the stage of the upcoming year’s programme infrastructure and preparation. During these periods, a number of discourses and understanding on climate change issues, carbon funding and carbon market were already addressed. Facilitation was held by Climate Change Ministry of Forestry’s working group. Facilitation also supported weekly informal discussion, seminar that was attached in Forest and Community week occassion as well as several meetings on both local and national level. Infrastructure of policy preparation and implementation that involve PHBM in carbon market also develop a database (digital map), stock carbon measurement designated for community-dependent-forest covering Java and Madura. Identification of PHBM locations in some areas were intended for plot demonstration that supported carbon market. Selected PHBM location were choosen such as Adat Forest in Tenganan Bali, HKM cooperatives in Yogyakarta and Meratus in South Kalimantan to promote community and carbon market issues.
Efforts to increase understanding on climate change issues have been initiated. A number of simple modules have been developed to support discourse’s understanding, conceptualization on global issues. The modules raised attention on funding mechanism and carbon trade initiation in Indonesia. Modules are set up in a simple way to ensure that the existing understanding is on the right track and high relevance.
