Progress Report MFP, April – June 2009
In the End March 2009, in the Annual Report of Forestry Governance and Multistakeholder Forestry Programme (MFP II) 2008/2009 it was reported that the MFP team had arranged a 2009-2010 Annual Workplan. The MFP team had produced a 2009-2010 Annual Workplan as a reference of programme implementation and collaboration for the 2nd year MFP II programme running. The AWP arrangement is based on the recommendation of an independent evaluation team, held by the CIDT-Wolferhamthon and DFID. However, the implementation of AWP is still pending since the approval of the Steering Committee (SC) is waiting for an agreement between Forestry Department and DFID where both should be sharpening the programme directions that will be only prioritizing on the output 1. Pending process is caused by a low response of decision making process on the level of Steering Committee. It results pending programmes that are supposed to be implemented shortly.
However, programme implementation by partners should be run and based on the written agreement reflected on the MoU budget allocation year 2008/2009, even in the focused programme MFP II team directly facilitated reshapping the programme from the partners and is leaded to promote to achieve output I. The programme revision by partners was done, but the MoU amandment should be waiting for an approval of Logical Framework Programme (LF) and final AWP 2009/2010 which should also be endorsed by the Steering Committee.
In this quarterly report, some achievements from previous AWP 2009/2010 have not yet been endorsed by the Steering Committee. In fact that the achievements should be referred to step ahead to the upcoming activities. Several activities have not yet been determined the time frame for action because when this report is arranged, the programme’s funds have not yet been executed by DFID. The condition of pending funds allocation for activities made the programme and partnership processes were delayed with the MFP II partners.
Regarding the mentioned above condition, PMU team assumes that several activities will be stopped their achievement’s processes particularly for the output of 2, 3, 4, 5 and 6 that will take effect where the transition period for the policy direction shifting would be focusing on the output 1. In the transition period and the upcoming negotiation and post SC meeting on June 22, 2009, MFP II prioritized output 1 implementation kept running such as socialization of SVLK/TLAS dedicated to key stakeholders across Indonesia region; wood legality working group arrangement and others that involve service provider in providing a pre financing to make those activities run.
