Progres Report, Six Monthly Report: April – September 2009

In the Annual Report of Forestry Governance and Multistakeholder Forestry Programme 2008/2009, March 2009, it was reported that the MFP team had submitted a set of Annual Work plan (AWP) 2009-2010. The MFP team had completed AWP 2009-2010 as a reference of programme implementation and collaboration for the 2nd year MFP II programme which covered the recommendation of an independent evaluation team, held by the CIDT-Wolverhampton and DFID.  However, the implementation of the work plan should be proceed under approval of the Steering Committee which in current time is in going process under arrangement of Ministry of Forestry  and DFID, to agree for some extend focusing the programme directions that will be only prioritizing on the output 1. This situation discouraging the implementation of the work plan since the Steering Committee not yet precedes the meeting until the midterm report in place.

Basically, the activities of MFP’s partners should be running as reflected on the MoU and budget allocation year 2008/2009, with the intention that MFP’s team directly facilitated reshaping the programme to encourage the achievement inline with output I. All the reshaping program to output 1 from partners were set up and ready for amendment based on the approval of Logical Framework Programme (LF) and AWP 2009/2010 by the Steering Committee.

In this quarterly report, some achievements from previous AWP 2008/2009 and from AWP 2009/2010 which have not yet been approved by the Steering Committee reported as reference of the current progress achievement. Some other activities from previous period (2008-2009) have not yet been determined since the instalment of funds has not yet been executed by DFID office until mid of September. This conditions made the programme delayed as well as created negative perception from partners to MFP’s credibility.

Concerning to the condition above, PMU team assumed that several activities will be disturbed in achieving the target particularly for the output of 2, 3, 4, 5 and 6 which is have impact in securing achievement in transition period of direction shifting in focusing all target output to the output 1.  In  this transition period and post SC meeting on June 22, 2009, MFP II prioritized output 1 implementation kept proceed such as the activities of socialization of SVLK/TLAS dedicated to key stakeholders across Indonesia and establish the working group monitoring of timber legality upon the pre-finance of the Kehati Foundation.

With the intention of program, the activities of MFP during April - September 2009 is restricting points for PMU works in establishing Logical Frame Work 2009/2012 and AWP 2009 -2010.  Practically within those six months were noticeable with LF arrangement preparation and finalizing AWP, including socialization the new policy direction to the partners.  Although those activities were not a core as identified in a quarter April - June period but it required a lot of energy and sources significantly.

Multistakeholder Forestry Programme

The program objectives are to strengthen government and civil society partnerships at local and national levels to build capacity, empower community forest managers and develop and implement policy. In particular, the program will work to nurture and strengthen its network of Community Foundations in the regions, established with previous program support.
