Annual Report MFP II 2009-2010
At the end of March and on the Annual Report of the Forestry Governance and Multi-stakeholder Forestry Program (MFP II) 2008/2009, the MFP II Team has developed the Annual Workplan of 2009/2010 (AWP 2009/2010) as guidance for program implementation and cooperation for the second year of the MFP II. The AWP 2009/2010 is developed in accordance with recommendation from the Independent Evaluation Team, namely CIDT - Wolferhamthon and DFID who has worked since April 2009. However, implementation of the AWP 2009/2010 was postponed due to delayed approval from the Steering Committee (SC), and waiting results from new arrangement between the Ministry of Forestry and the DFID to well-defining and directing program that prioritizing on 1 output. Postponing and delaying decision making at the SC has resulted delayed on program implementation.
However, program implementation by partners continuously undertaken in accordance with MoU that has been agreed on budget in 2008/2009, at the same time continue on re-shaping achievement for strengthening output 1 that facilitated by the MFP II Team to all partners. Revision of partners program has been undertaken, however, amendment of the MoU was carried out after the approval of the Logical Framework Program (LF) and final version of the AWP 2009/2010 from the SC on 27 October 2009.
As the progress report, it shows the uncommon of the annual report since its development required more than seven months for completion and approval. Therefore, program was effectively conducted during five months using draft LFP and AWP 2009/2010 as guidelines. Consequently, LFP and AWP development are part of activity that categorized as “progress” of MFP II, additionally; the progress program indicator is still in the form of “check list” of the proposed activity, meaning that further analysis can not be undertaken to describe impacts of the program.
The progress report is hardly described big achievement of the MFP II because of re-shaping on program that consequently two big programs that previously proposed will be continued. Such programs include developing Community Foundation to facilitate community access in developing community-based forest management (CBFM) and establishing Forest Management Unit (Kesatuan Pengelolaan Hutan - KPH); and program related to climate change and Reducing Emission from Deforestation and Forest Degradation (REDD).
The Annual Report is developed as an accountability document of the Program Management Unit (PMU) that to be used for reference in reflecting program achievement and developing working plan for the period of 2010/2011. Additionally, the report will be submitted to the Government of Indonesia and DFID-UK, and public as well through MFP II website with the intention that public may perhaps open and download the document. Hopefully the document will be useful.
